Objective
It has been agreed that
through joint effort and organization senior golfers of the Twin
City area are able to accomplish certain purposes. These purposes
are golf oriented, but not necessarily so. The objectives are not
necessarily in the order stated.
- To provide competition
among teams of senior golfers representing the
affiliated clubs.
- To promote interest in
golf.
- To promote friendships
among golfers individually.
- To develop respect and
understanding among the golf clubs in the Twin City area.
- To develop sportsmanlike
attributes in senior golfers.
- To give pleasure to the
participants.
With these objectives in
mind, a constitution and bylaws have been approved for an association
of Twin City senior golfers. These will be in effect until changed
by proper procedures.

Responsibilities of a Team Captain
1) |
The Team Captain shall be responsible for
fielding a full Team and advising his players in advance of their position
and time. |

The Team Captain shall position his team's players
according and the League By-laws. |
3) |
The Team Captain must ascertain eligibility of his players. |
4) |
The Team Captain is responsible
for ensuring that his Club's annual dues are paid promptly to the
Treasurer. |
5) |
The Team Captain should register his
players with the Chief Tournament Play Official not later than Tuesday night, preceding
play on Thursday, to enable the Chief Tournament Play Official to arrange pairings by
player's names. |
6) |
The Team Captain should inform his
players of the pace of play, conduct and sportsmanship expected of them. Any
display to the contrary will be investigated. Also, players should be advised to respect and
appreciate the courtesy of the Host Club in permitting the use of
its course and clubhouse facilities. Let us not abuse these
privileges in any manner but leave a good impression. |
Responsibilities of a Host Team Club Captain
Remind your
club professional of the following items before the beginning of
the season and again the week before your play date. |

The date the League will be
playing at your club |
2) |
Your club will be closed to
members from 12:30 p.m. until approximately 6:00 p.m. |
3) |
Cart fees should be the
same as for members |
4) |
Players carrying their own
bag must pay for cart fees if billed by the host club. |
5) |
There will be a shotgun
start at 1:30 p.m. |
6) |
League will pay the host
Club Professional for services as determined by the Board of Governors for his
assistance on the day of play for scoring assistance and other
support. |
7) |
The Team Captain should remind his
Club's Golf Professional, shortly before his Club hosts our League play, of our
reciprocal agreement with other League Clubs. |
8) |
The Team Captain should ensure that the course is set
on M.G.A. markers and are reasonable. |
The Seniors
The Twin Cities Senior Golf
League was organized in 1933. It embraces a group of private golf clubs in and
around Minneapolis and St. Paul, each of which agrees to make their golf course
and dining facilities available to the league for a weekly tournament
and awards dinner during the summer, in accordance with a pre-arranged
schedule. Each member club must provide a senior team of six players,
including a captain. All players must be fifty years of age or over.
The players on each team
at each tournament are numbered in the order of their USGA
Indexes, No. 1 having the lowest and No. 6 the highest on the
team. If handicaps change, the team members may have to be changed
about, in order to maintain the correct USGA Index order on the day
of play. Different players may be used on different days (See
Article 2, Section 2 of the By-Laws).
The regular tournaments
are on Thursday afternoon with a shotgun start at 1:30 p.m.
The annual meeting of the
League is held in the evening, after the final tournament.
Reports are received, officers are elected, and prizes are
awarded.

Scoring Plan
The stroke play score for the 18
hole round will be recorded for each player in each of the six
positions. These will be ranked from one, the lowest, through the
highest. Ties will receive equal rank-the average of their
separate rank numbers. No shows (DNS) are placed last with equal rank
and zero points.
To obtain the points won
by each player, subtract his rank from one more than the number of
teams in the League. In this plan the player with the highest
stroke score will receive at least one point. Withdrawals (WD)
after starting receive one point. The sum of points won by the six members of each
team will comprise the total points for that team.
A year-to date score for each team will be used to
determine the playoff position with the exception that each team will be allowed to drop their
lowest week's total score from the cumulative score.
Twin City Senior Golf League Playoff
-
The top 4 teams plus ties after next to last week will
play off in the last week. In case of a playoff tie for 1st place in the last week,
the team leading in points after next to last week, will be determined the
champion. If a tie still exists, the team leading after the week prior to the next to last week,
and so on will be the champion.

They shall be paired together for the last week. A full 18 hole playoff must be completed on the last
night for the championship playoff to be valid
- In the event of bad weather or other reason for cancellation on the last
week, the leading team after the next to last week shall be the
champion, (see tie breaking method in item one above).
The team with 2nd most points will be the runner-up.
- To be eligible to participate in the
playoff, a player must have played, or have been scheduled to play, in at least 2 weekly events
during the current season.
- The rest of the teams will play in an event with flights. In the event of bad whether or other
reason for cancellation play on the final week, the leading team after the next to last week shall be the flight
winner, (see tie breaking method in item one above.) The team with 2nd most points will be the runner-up.
In the event of bad weather or other reason for partial cancellation of play on the final week, the President,
Chief Scoring Official, and Chief Tournament Play Official will decide the method to determine the results of the event.
This method will give more teams a chance
at the championship thereby adding more interest to the competition
and has been permanently adopted.

Rain Outs
In the event of any kind of
rain out;
- If the host club will not allow carts on the course due to
wet conditions, it shall be declared a rain out;
- each club will bill the
player scheduled to play that day, and;
- The President, Host Team
Captain and Secretary will arrange with the club manager a
satisfactory payment for cancelled expenses.

Rules of Play
Play is governed by the
current Rules of Golf of the United States Golf Association and,
where applicable, by the following Local Rules and Definitions,
and by any other Local Rules our host Golf Professional may consider
necessary for that day.
- PACE OF PLAY: To
assist the pace of play use of riding cart or caddie is encouraged.
- RECORDING SCORES:
A signed and attested score card must be turned into the scoring area as promptly as possible.
- NO PUTT CAN BE
CONCEDED: Each man plays against all men in his numbered
position, not just against those in his group. In fairness
to all, it is required to observe this rule at all times.
- SCORING LIMIT ON A HOLE:
The score for a player on a hole will be limited to a triple bogey to assist in the pace of play.
(Maximum Score - Rule 21.2).
